आज माननीय अध्यक्ष, झारखण्ड विधान सभा, श्री रबीन्द्र नाथ महतो केप टाउन,साउथ अफ़्रीका में आयोजित 69वें राष्ट्रमंडल संसदीय सम्मेलन में भाग लेने के उपरांत अप० 02:15 बजे दिल्ली होते हुए राँची पहुँचे।
माननीय अध्यक्ष डेलीगेट के रूप में तथा माननीय सदस्य श्री मथुरा प्रसाद महतो, माननीय सदस्य श्री दशरथ गागराई ऑब्जर्वर के रूप में इस सम्मेलन में भाग लेने हेतु 9 सितम्बर 2026 को रांची से रवाना हुए थे। माननीय अध्यक्ष डेलीगेट्स के रूप में सम्मेलन में अपने व्याख्यान देने के उपरांत राँची लौटे हैं जबकि ऑब्ज़र्वर दिनांक 20/09/2026 को राँची लौटेंगे।
माननीय अध्यक्ष सम्मेलन के विभिन्न सत्रों में आयोजित वर्कशाप में भाग लेते हुए Workshop-B “Accessible Parliaments: Inclusion for People with Disabilities” एवं Workshop-C “Parliamentary Leadership in Climate Adaptation and Resilience” विषयों पर दुनिया भर से आए सांसद एवं विधान मंडलों के सदस्यों के समक्ष अपने व्याख्यान प्रस्तुत किये।
उल्लेखनीय है कि माननीय अध्यक्ष झारखण्ड विधान सभा को सम्मेलन में Workshop-C के व्याख्यान के दौरान भारत की ओर से लीड स्पीकर की जवाबदेही दी गई थी तथा उनके सुझावों को नोटिस करते हुए अनुशंसित करने के लिए रिकॉर्ड में लिया गया।
वहीं Workshop-C – “Parliamentary Leadership in Climate Adaptation and Resilience” विषय पर माननीय अध्यक्ष ने अपने वक्तव्य में जलवायु अनुकूलन को केवल पर्यावरण का विषय न मानकर विकास, जनसुरक्षा और आजीविका की रक्षा से जोड़ने की आवश्यकता की बात कही तथा
झारखण्ड की परिस्थितियों और चुनौतियों को सामने रखते हुए माननीय अध्यक्ष ने राज्य के वन, जल, कृषि, खनिज संसाधन और झारखण्ड के आदिवासी समुदायों की आजीविका के आपसी संबंधों को ग्रामीण अर्थव्यवस्था दृष्टिकोण से समन्वय स्थापित करने तथा स्थानीय आवश्यकताओं के अनुरूप जलवायु अनुकूलन की रणनीति विकसित करने पर बल दिया और इसी अनुरूप कानून, बजट, निगरानी और प्रभावी प्रतिनिधित्व के माध्यम से इन प्रयासों को सशक्त बनाने की आवश्यकता बताया ।
माननीय अध्यक्ष ने सम्मेलन के आयोजन पर विचार रखते हुए यह भी कहा कि राष्ट्रमंडल संसदीय सम्मेलन ने विभिन्न देशों और विधानमंडलों के प्रतिनिधियों के संसदीय अनुभवों, लोकतांत्रिक प्रक्रियाओं और जनहित से जुड़े समसामयिक विषयों पर विचारों के आदान-प्रदान का महत्वपूर्ण अवसर प्रदान किया है ।
सम्मेलन में झारखण्ड राष्ट्रमंडल संसदीय संघ शाखा की भागीदारी के माध्यम से यहाँ के डेलिगेशन के अनुभवों और प्राथमिकताओं को वैश्विक संसदीय विमर्श से जुड़ने का अवसर मिला। इस सम्मेलन में प्राप्त अनुभवों, विचारों और श्रेष्ठ संसदीय कार्यप्रणालियों को झारखण्ड विधान सभा की कार्यप्रणाली में शामिल करते हुए सदन की कार्यवाही को और अधिक प्रभावी, समावेशी एवं जनोन्मुख बनाने का प्रयास किया जाएगा।

69वें राष्ट्रमंडल संसदीय संघ सम्मेलन के अंतर्गत आज वर्कशॉप-C में Parliamentary Leadership in Climate Adaptation and Resilience विषय पर माननीय अध्यक्ष, झारखण्ड विधान सभा श्री रबीन्द्र नाथ महतो ने केपटाउन, साउथ अफ़्रीका में चल रहे सम्मेलन में अपने व्याख्यान प्रस्तुत किए,
राष्ट्रमंडल संसदीय संघ का सम्मेलन 13-19 सितंबर 2026 तक विभिन्न सत्रों में आयोजित हैं। राष्ट्रमंडल संसदीय संघ की झारखंड शाखा से डेलीगेट्स के रूप में वे इस सम्मेलन में भाग ले रहे हैं।
Parliamentary Leadership in Climate Adaptation and Resilience विषय पर माननीय अध्यक्ष ने कहा कि जलवायु अनुकूलन को केवल पर्यावरण नीति का विषय नहीं, बल्कि विकास, जनसुरक्षा और आजीविका की रक्षा का महत्वपूर्ण माध्यम मानना चाहिए।
अनियमित वर्षा, जल स्रोतों का शीघ्र सूखना, अत्यधिक गर्मी तथा कृषि और आजीविका पर बढ़ता दबाव आज हमारे लिए प्रमुख चुनौतियाँ हैं।
उन्होंने कहा कि भारत ने क्लाइमेट जस्टिस को ध्यान में रखते हुए और CBDR (Common but Differentiated Responsibilities) के सिद्धांतों को महत्व देते हुए अनुकूलन और जलवायु सहनशीलता के लिए घरेलू स्तर पर महत्वपूर्ण निवेश किया है जो वर्ष 21 -22 में यह देश की GDP का 5.6% था।
भारत के नए NDC के तहत 2035 तक 2005 के स्तर की तुलना में उत्सर्जन तीव्रता में 47 प्रतिशत कमी, 60 प्रतिशत गैर-जीवाश्म विद्युत क्षमता और 3.5–4.0 अरब टन CO₂e अतिरिक्त कार्बन सिंक का लक्ष्य भी निर्धारित किया है।
माननीय अध्यक्ष ने जोर दिया कि भविष्य की जलवायु परिस्थितियों को ध्यान में रखते हुए आज बनाई जा रही सड़क, स्कूल, अस्पताल और जल प्रणालियों को टिकाऊ बनाया जाना चाहिए। जलवायु संबंधी निर्णयों में किसान, वैज्ञानिक, आदिवासी समुदाय, महिलाएँ, श्रमिक, युवा और दिव्यांगजन की प्रभावी भागीदारी भी सुनिश्चित होनी चाहिए।
बाढ़ और सूखे के बाद केवल राहत पर निर्भर रहने के बजाय पूर्व तैयारी, जल संरक्षण, वाटरशेड विकास और वर्षा जल संचयन को मजबूत करने की आवश्यकता है।
लू के प्रभावों से बचाव हेतु पूर्व चेतावनी प्रणाली जैसे उपाय तथा स्वास्थ्य व्यवस्था को सुदृढ़ करना भी जरूरी है।
झारखण्ड के संदर्भ में उन्होंने कहा कि हमारा प्रदेश वन, जल, कृषि, खनिज, खनन और आदिवासी समुदायों की आजीविका गहराई से जुड़ी हुई है। इसलिए स्थानीय आवश्यकताओं के अनुरूप जलवायु अनुकूलन रणनीति विकसित करना आवश्यक है।
संसद इसे कानून, बजट, जाँच-परख और प्रतिनिधित्व के माध्यम से इसे और अधिक सशक्त बना सकती है।
सम्मेलन में अपने व्याख्यान के विषय को सारांश में कहा कि “सहनशीलता (Resilience) विकास में बाधा नहीं, बल्कि बेहतर और टिकाऊ विकास की आधारशिला है। हमारी संसदें केवल बहस के सदन नहीं, बल्कि तैयारी के सदन बनें।”

69वें राष्ट्रमंडल संसदीय संघ सम्मेलन 13 सितंबर से 19 सितम्बर 2026 तक केपटाउन, साउथ अफ़्रीका में आयोजित है। झारखण्ड राष्ट्रमंडल संसदीय संघ शाखा से माननीय अध्यक्ष झारखण्ड विधान सभा श्री रबीन्द्र नाथ महतो डेलीगेट्स के रूप में, माननीय सदस्य श्री मथुरा प्रसाद महतो एवं माननीय सदस्य श्री दशरथ गागराई ,ऑब्ज़र्वर के रूप में इस सम्मेलन में भाग लेने हेतु दक्षिण अफ़्रीका के केपटाउन में हैं।

माननीय अध्यक्ष श्री रबीन्द्र नाथ महतो ने आज सम्मेलन के वर्कशॉप B में Accessible Parliaments: Inclusion for People with Disabilities विषय पर अपने वक्तव्यों को रखा। उन्होंने कहा कि दिव्यांगजन लोकतंत्र में केवल लाभार्थी या अतिथि नहीं हैं वे नागरिक, मतदाता, प्रतिनिधि, नेता और निर्णयकर्ता हैं। जब संसद और लोकतांत्रिक संस्थाएँ सभी के लिए सुलभ होती हैं, तो लोकतंत्र और अधिक मज़बूत होता है। माननीय अध्यक्ष ने भारत में दिव्यांग नागरिकों की सुविधाओं के लिए किए जा रहे प्रयासों के संबंध में भी केप टाउन सम्मेलन में विभिन्न विषयों को उजागर किया। दिव्यांगजनों के लिए पहचान और सरकारी लाभों तक पहुँच आसान बनाने हेतु यूनिक डिसएबिलिटी आईडी (UDID) प्रणाली लागू की गई है।

• मार्च 2026 तक 1.34 करोड़ से अधिक विशिष्ट दिव्यांगता पहचान पत्र जारी किए जा चुके थे।

• सुगम्य भारत अभियान के माध्यम से भौतिक और संस्थागत बाधाएँ कम करने का प्रयास किया जा रहा है।

• चुनावों में घर से मतदान, व्हीलचेयर, परिवहन और स्वयंसेवक सहायता जैसी सुविधाएँ दिव्यांग मतदाताओं की भागीदारी बढ़ाती हैं।

• डिजिटल पहुँच को भी अधिकार के रूप में महत्व दिया गया है।

उन्होंने यह भी कहा कि दुनिया में 6 में से 1 व्यक्ति दिव्यांगता के साथ है। सुगमता सुविधा नहीं, लोकतंत्र का आधार है।

भारत में विकलांग अधिकार अधिनियम 2016 के तहत मान्य, 21 दिव्यांगताएँ के संबंध में भी जानकारियां दी और झारखण्ड के वर्ष 2024 के निर्वाचन में विकलांग मतदाताओं के लिए घर में वोटिंग की सुविधा एवं मतदाताओं को पोलिंग बूथ तक वाहन से ले जाने की सुविधाओं के संबंध में भी अपने व्याख्यान में ज़िक्र किया।

झारखण्ड विधान सभा सचिवालय में चालक के पद पर कार्यरत श्री सुरेश साव का आज असामयिक निधन हो गया ।अपराह्न 02:00 बजे उनके पार्थिव शरीर को अंतिम दर्शन हेतु विधान सभा लाया गया ।पदाधिकारियों एवं कर्मचारियों ने दिवंगत सुरेश साव को भावपूर्ण श्रद्धांजलि अर्पित की तथा दो मिनट का मौन धारण कर उनकी आत्मा की शांति के लिए प्रार्थना की। श्री रंजीत कुमार,प्रभारी सचिव, झारखण्ड विधान सभा ने शोक सभा में
जानकारी दी कि स्वर्गीय श्री सुरेश साव का जन्म 11 जनवरी 1968 को ग्राम-जमुने, पो०-रजावाडीह, थाना-डालटनगंज, जिला-पलामू, झारखण्ड में हुआ था। उन्होंने 28 जुलाई 2004 को झारखण्ड विधान सभा में चालक के पद पर अपना योगदान दिया था।
शोकसभा में पढ़े गए संदेश को प्रभारी सचिव द्वारा उनके परिजनों को प्रेषित करने का भी निर्देश दिया गया।

झारखण्ड सरकार के माननीय मंत्री, नगर विकास एवं आवास विभाग, उच्च शिक्षा एवं तकनीकी शिक्षा विभाग तथा पर्यटन, कला संस्कृति, खेलकूद एवं युवा कार्य विभाग, श्री सुदिव्य कुमार का दिनांक 06 सितंबर 2026 को गिरिडीह में आकस्मिक निधन होने पर आज दिनांक 08 सितंबर 2026
को झारखण्ड विधान सभा सचिवालय के पोर्टिको संख्या-3 में अपराह्न 4 बजे, शोकसभा का आयोजन किया गया।
शोकसभा में झारखण्ड विधान सभा के प्रभारी सचिव, श्री रंजीत कुमार शोक संदेश पढ़ें। उनके जीवन के महत्वपूर्ण पड़ावों को स्मरण करते हुए उन्होंने बताया कि उनका जन्म 26 जुलाई 1970 को गिरिडीह, झारखण्ड में हुआ था। वे वर्ष 1989 से सक्रिय राजनीति में रहे, झारखण्ड मुक्ति मोर्चा में रहते हुए विभिन्न संगठनिक दायित्वों के पदों को संभाला। वर्ष 2019 में गिरिडीह सदर विधान सभा क्षेत्र से झारखण्ड मुक्ति मोर्चा के टिकट पर चुनाव जीतकर पहली बार विधायक बने।
अपने प्रथम कार्यकाल के दौरान वे विधान सभा की लोक लेखा समिति, सामान्य प्रयोजन समिति एवं प्रत्यायुक्त विधान समिति के सदस्य के रूप में कार्य किए।
सदन की कार्यवाहियों में उनकी सक्रिय भागीदारी रहा करती थी तथा जनहित एवं क्षेत्र के विकास से जुड़े विषयों को प्रभावी ढंग से सदन के समक्ष रखते थे।
वर्ष 2024 में पुनः गिरिडीह विधान सभा क्षेत्र से निर्वाचित होने के उपरांत झारखण्ड सरकार में उन्हें माननीय मंत्री के रूप में महत्वपूर्ण जिम्मेदारी सौंपी गई।
इस शोक सभा में सचिवालय के अधिकारियों और कर्मियों ने दिवंगत आत्मा की शांति के लिए दो मिनट का मौन धारण कर उन्हें भावभीनी श्रद्धांजलि अर्पित की।

श्री सुदिव्य कुमार, माननीय मंत्री नगर विकास एवं आवास विभाग, उच्च एवं तकनीकी शिक्षा विभाग तथा पर्यटन, कला संस्कृति, खेलकूद एवं युवा कार्य विभाग का आज भोर दिनांक 06-09-2026 को गिरिडीह के एक निजी अस्पताल में आकस्मिक निधन हो गया।
निधन का समाचार मिलते ही माननीय अध्यक्ष, झारखण्ड विधान सभा श्री रबीन्द्र नाथ महतो अपने क्षेत्रीय आवास नाला से गिरिडीह पहुंचकर उनके परिजनों से मिले और उन्हें ढांढस बँधाया तथा पार्थिव शरीर का अंतिम दर्शन कर श्रद्धांजलि अर्पित की ।

माननीय अध्यक्ष ने कहा स्वर्गीय सुदिव्य जी मेरे अनुज थे। उनके आसमयिक निधन से मैं स्तब्ध हूँ।
वे वर्तमान झारखण्ड मंत्रिमंडल के एक ऊर्जावान मंत्री थे। हमारे बीच से उनका यूँ चले जाना दुःखद और राज्य के लिए अपूरणीय क्षति है।आज पूरा झारखण्ड उनके आकस्मिक मृत्यु से शोक में डूबा है।
एक जनप्रतिनिधि के रूप में जनसेवा से उनका व्यापक सरोकार रहा जिसे गिरीडीह सहित राज्य की जनता कभी भूल नहीं पाएंगी।

उल्लेखनीय है कि वे झारखण्ड मुक्ति मोर्चा के विभिन्न संगठनिक दायित्वों के पद पर रहे।
सर्वप्रथम 2019 गिरिडीह विधान सभा क्षेत्र से झारखण्ड मुक्ति मोर्चा के टिकट पर विधायक बने। माननीय विधायक के रूप में वे झारखण्ड विधान सभा के लोक लेखा समिति, सामान्य प्रयोजन समिति एवं प्रत्यायुक्त विधान समिति में सदस्य के रूप में कार्य किये।
2024 में पुनः चुनाव जीतने के उपरांत मंत्री पद का दायित्व सँभाला।
माननीय अध्यक्ष ने यह भी कहा कि विधायी कार्यों में उनकी रुचि तथा विकासात्मक कार्यों में प्राथमिकता तय करने की क्षमता,सदैव हमे राजनीति जगत में उनकी अनुपस्थिति का एहसास दिलाएंगी ।

आज इस कठिन समय में हम सभी शोकाकुल परिवार के साथ मज़बूती के खड़े हैं। ईश्वर से दिवंगत आत्मा की शांति और परिजनों को इस अपार दुख को सहने की शक्ति प्रदान करने की प्रार्थना करते हैं।

On 03/09/26 today, the departmental meeting committee of the Special Committee (Question and Meditation) was held in Room No. 05, the committee was formed in case of OB dump in Dhanbad. In today’s meeting, mainly the representatives of the companies and the other authorities of the departments participated.
बैठक में नगर पुलिस अधीक्षक, धनबाद ने समिति को अवगत कराया कि कार्यालय के पंजी -3248 दिनांक – 02/09/26 के आलोक में थाना कांड संख्या 79/23 के तहत अंचल अधिकारी बलियापुर के प्राथमिकी एवं उस पर अनुसंधान के आधार पर M/S देवप्रभा कंसट्रक्शन प्रा0 लि0 के मालिक / निर्देशक कुंभनाथ सिंह के विरुद्ध पर्याप्त साक्षय पाये जाने के संबंध मे जानकारी दी । समिति द्वारा सिजुआ मेलाटांड में टाटा द्वारा कितनी सरकारी जमीन का उपयोग किया जा रहा और रैयतों के अधिग्रहित जमीन पर सरकार को कितना राजस्व का भुगतान कराया गया है उससे सम्बधित प्रतिवेदन की मांग की गयी।
साथ ही BCCL को जल्द ही जमीन की सेटेलाईट मापी करने के संबंध में ISM धनबाद से त्वरित समन्वय स्थापित करने का निदेश दिया गया । जमीन से सम्बन्धित सी.एन.टी या अन्य जो भी विषय है उसे कैम्प लगाकर, उसका त्वरित निष्पादन किये जाने और रैयतो को भुगतान करने के संबंध में यथाशीघ्र BCCL एवं अन्य कम्पनियाँ कार्रवाई लिये जाने का भी निर्देश भी दिया गया। दामोदर नदी में जो अतिक्रमण हुआ है उसे BCCL द्वारा छह महीना में अतिक्रमण हटाने पर सहमति दी गई उसे समयसीमा के अन्दर हटाने एवं अतिक्रमण मुक्त करने का भी निर्देश समिति द्वारा दिया गया ।
विशेष समिति की बैठक में समिति के संयोजक माननीय श्री मथुरा प्रसाद महतो, माननीय सदस्य श्री राज सिन्हा, माननीय सदस्य श्री अरुप चटर्जी , माननीय सदस्य श्री चन्द्रदेव महतो,
एवं माननीय सदस्य श्री सुदीप गुड़िया, उपस्थित रहे । विभागों की ओर से विशेष सचिव राजस्व निबंधन एवं भूमि सुधार विभाग, निदेशक खान एवं भूतत्व विभाग
अपर सचिव ,वन पर्यावरण एवं जलवायु परिवर्तन विभाग, उपायुक्त धनबाद, नगर आरक्षी अधीक्षक धनबाद, अपर समहर्ता धनबाद, DFO धनबाद, एवं BCCL, ECL, टाटा एवं अन्य कम्पनियों के प्रतिनिधि भी उपस्थित रहे ।

झारखण्ड विधान सभा सचिवालय में फरार्श के पद पर कार्यरत, मो० बुलंद अख्तर अंसारी के निधन पर आज विधान सभा सचिवालय में अपराह्न 12:45 बजे शोक सभा का आयोजन किया गया ।
स्वर्गीय मो० बुलंद अख़्तर अंसारी, कुम्हार टोली राँची के निवासी थे। वर्ष 2007 में उन्होंने झारखण्ड विधान सभा सचिवालय में फरार्श के पद पर योगदान दिया था ।
शोक सभा में, प्रभारी सचिव झारखण्ड विधान सभा श्री रंजीत कुमार ने शोक संदेश पढ़ें एंव विधान सभा सचिवालय के अधिकारियों और कर्मियों ने उनकी आत्मा की शांति के लिए दो मिनट का मौन रखा ।
प्रभारी सचिव श्री रंजीत कुमार ने शोक सभा के उपरांत, शोक संदेश के प्रति उनके परिजनों को प्रेषित करने का निर्देश भी दिया ।

On this occasion, Shri Ranjit Kumar, Secretary in charge of the Legislative Assembly, Shri Anup Lal, Shri Vishnu Paswan, and other officers and personnel of the Legislative Assembly Secretariat recalled him while introducing the statue and portrait of the late Atal Bihari Vajpayee Ji.

Shri Kumar Radiant and Hon’ble Member of Hon’ble Member Shri Arup Chatterjee and Assurance Committee of the Government Assurance Committee of Jharkhand Legislative Assembly today presented copies of 50th, 51rd and 52nd report of the committee by offering Hon’ble Chairman, Jharkhand Legislative Assembly, Shri Rabindra Nath Mahto.
Shri Udai Shankar Singh was also present on this occasion.
The committee is based on review of the implementation of assurances given in the House by Hon’ble Minister of the report departments. It has been informed of departmental and reviewable meetings held for the status of pending government assurances from 2010 to so far. The proceedings taken on assurances in their report by the Committee are also additionally 4 recommendations in their report.
The Committee has said in its recommendations that the Departmental Officers should be interested in the implementation of the Embarrassment and the Government may also inform them of this effect. The subject of public interest is automatically energized by the implementation of the following assurances, so the government pays special attention to this.
The Committee has also recommended that the instructions given to the Departmental Officers in various meetings of the Government Assurance Committee should be ensured to follow the alphabetically in the state. An emergency cell should also be formed separately to pay special attention to the implementation of lumbar assurances.
The progress of several pending cases involving the Department of Education was given by the Government Assurance Committee. Drinking water has been arranged through the pipeline in the Urdu Middle School, located in Jamadoba, Jhariya, which makes students get regular water.
Several teachers have been transferred through the online process for inter district transfer of primary teachers.
Also, the necessary action has been completed in the pending case pertaining to the Valteranary College, Jamtada District.
The Committee has reported that the Jharkhand government has continuously working seriously to meet the assurances in the House and resolve the matters of public interest.
As per the report, the committee has held a total of 14 meetings so far, including 08 departmental and 06 reviewable meetings.
The progress of pending cases was reviewed with the officers of the departments concerned in these meetings. Their prompt execution was emphasized.
Hon’ble Chairman, Shri Arup Chatterjee said that the Government Assurance Committee had a long list of assurances before, but has been continually attempting to implement most assurances in collaboration with the authorities. He also said that the timely implementation of assurances is extremely important in the view of good governance and public trust.

The film and television actor Shri Javeda Pathan visited Jharkhand Vidhan Sabha today and presented the etiquette from the Hon’ble President. During the formal offering from Hon’ble President, Shri Javed Pathan shared his acting journey experience.
On this occasion, Hon’ble President, Shri Javed Pathan was presented to Shawl and Smriti. Shri Mathura Prasad Mahato and Hon’ble Member Shri Mohamma Tzuddin was also present on this occasion.
Originally the Dhanbad resident of Jharkhand Shri Javed Pathan’s father was employed at BCCL. He has created his unique identity at national level by acting in Hindi movies, television serials, music albums, ads and web series. The name of Jharkhand has been glorified in the film world and the country.
He told that the serial "Dev Mahadev of God" found him extensive identity and "Jod Aqber" identified him as an established actor in the television industry. So far they are 2 movies, 18 television serials, 3 music albums (Zee Music), their two new movies appearing shortly. He has also acted in films like "Horror Love Story" (2021), "Caste of Love" (2022) and "NRI Wives" (2023) and has also introduced his acting talent in the popular serial "Dignaharta Ganesh".
Shri Javed Pathan said that Jharkhand is a state rich in attractive sights available for natural beauty, cultural diversity and filming. He specifically mentioned the prospects of the Dhanbad, Parasnath and the artillery sector that the region is extremely important in terms of tourism, investment and film creation.
He welcomed the decision to set up the Film Institute by the Jharkhand government, saying that it will open the door to new opportunities in the film and entertainment industry for the youth of the state.
Hon’ble President said Shri Javed Pathan has renamed Jharkhand through his art and identity. Jharkhand’s arts, culture, natural heritage and regional talents have been given extensive national and international recognition through the film. Hon’ble President also gave him good wishes for his coming film and serials.

Shri Rabindra Nath Mahto, Hon’ble President, Jharkhand Legislative Assembly, with the leaders of the MLA team of Jharkhand Legislative Assembly on the arrangement of the Satsam Jharkhand Legislative Assembly in Madhya Pradesh today.
In-depth deliberations regarding the relevant working days of the monsoon session at the meeting. Hon’ble Chairman, Siroda said to the Leaders of the MLA team that the session is relatively short, we must consider how to be done in the time of use. Discussions on various contemporary topics in the meeting were discussed in which the decision to be agreed to in the meeting of the Working Mantra Committee to determine the subject of discussion in conformity with the expression of the House.
Hon’ble Minister of Parliamentary Affairs also spoke of detailed the time of discussion on the supplementary budget in the meeting so that the Hon’ble members may have enough time to talk on various issues.

On 03.08.2026 am 11:30 pm Sanctioned by the Satsam (Mansoon) session of the Satsam Jharkhand Legislative Assembly, Hon’ble Chairman of Sucharu Operations, Jharkhand Legislative Assembly, Shri Rabindra Nath Mahto held a high level meeting in the presence of Hon’ble Parliamentary Affairs Minister, Shri Radhakrishna Kishore along with the senior authorities in his office room.
The meeting discussed the timeline execution of the relevant working days of the monsoon session, and legislative actions of the House proceedings.
Hon’ble Chairman directed all departments to the departments to ensure execution of the relevant legislative actions with mutual coordination and readiness. He informed the officials regarding the Department wise list of questions relating to void, request and attention of the Hon’ble members pending assurances in the meeting and directed their quick execution. At the same time, the copies of the bills to be submitted in the session will be provided on time and also on ensuring the necessary coordination between the departments so that the bills presented to the Hon’ble members may have time to read and amend it.
The NeVA (National e-Vidhan Application) system said that all departments have a quick deputation of the nodal officers in order to effectively implement the system of the paperless legislation gathering, the methodology of legislation gathering can be fully digital and facilitated.
He also said that the session is short but more and more questions are received from the Hon’ble members. The department provides the reply to the Audit Secretariat in accordance with the questions within the time frame. For this, he said to the Chief Secretary that its accountability should be fixed and the deputation of the department-wise officers in the session is carried out in the office.
In addition, detailed discussions were also taken to the meeting on the proper arrangement of physicians, ambulance, lifeguard medicines and other medical facilities during the session period, for effective of seamless power and drinking water supply.

Under the Cultural Exchange (Cultural Exchange) programme, students from Belgium visited the Jharkhand Vidhan Sabha today. On this occasion, the students visited the etiquette from the Hon’ble President of Jharkhand Legislative Assembly and shared the experience of their Jharkhand tour. On this occasion, the Hon’ble President presented the book "Sadhan Dialogue" memory-marked form published by the Jharkhand Legislative Assembly to the students.
The students shared their experiences with the Hon’ble President to learn the rich tribal culture of Jharkhand, social diversity, traditions and local lifestyle. He explained that the cultural vegetation of Jharkhand, the natural beauty and the spiritual behavior of the people here remained extremely inspiring to them.

आज झारखण्ड विधान सभा में राष्ट्रमंडल संसदीय संघ (CPA), झारखण्ड शाखा की कार्यकारिणी समिति की बैठक माननीय अध्यक्ष, झारखण्ड विधान सभा सह सभापति, राष्ट्रमंडल संसदीय संघ, झारखण्ड शाखा, श्री रबीन्द्र नाथ महतो की अध्यक्षता में उनके कार्यालय कक्ष में आयोजित हुई।
बैठक में झारखण्ड से आगामी 69वें राष्ट्रमंडल संसदीय सम्मेलन में भाग लेने वाले प्रतिनिधिमंडल के संबंध में विस्तृत चर्चा की गई। इस अवसर पर माननीय अध्यक्ष महोदय ने जानकारी दी कि 13 सितम्बर 2026 से 19 सितम्बर 2026 तक राष्ट्रमंडल संसदीय संघ का 69वाँ सम्मेलन केपटाउन, दक्षिण अफ्रीका में आयोजित होगा।
उन्होंने बताया कि इस सम्मेलन का आधिकारिक विषय “Strengthening International Law and Parliamentary Democracy in a Changing Global Order: The Commonwealth’s Leadership” निर्धारित किया गया है। इस विषय के अंतर्गत संसदीय लोकतंत्र, विधि के शासन, संवैधानिक मूल्यों तथा वैश्विक सहयोग से जुड़े विभिन्न समसामयिक विषयों पर विचार-विमर्श किया जाएगा।

झारखण्ड सरकार के पूर्व मंत्री, धनबाद के पूर्व विधायक, कांग्रेस के वरिष्ठ नेता श्री मन्नान मलिक का आज रांची के एक निजी अस्पताल में निधन हो गया ।
वें 2009 के झारखण्ड विधान सभा चुनाव में धनबाद विधान सभा सीट से विधायक चुने गए थे। विधायक रहने के दौरान वे झारखण्ड सरकार में कैबिनेट मंत्री भी बने। उनके पार्थिक शरीर को अंतिम दर्शन के लिए आज अपराह्न 01:30 बजे झारखण्ड विधान सभा लाया गया पोर्टिको संख्या 1 में पार्थिव शरीर को अंतिम दर्शन के लिए रखा गया।

आज पुराने झारखण्ड विधान सभा परिसर में बाल कल्याण संघ, द एशिया फ़ाउंडेशन एवं साइबर पीस के संयुक्त तत्वाधान में डिजिटल युग के बढ़ते साइबर खतरों, डिजिटल धोखाधड़ी तथा कृत्रिम बुद्धिमत्ता (AI )आधारित जोखिमों के प्रति जागरूकता बढ़ाने और रणनीतिक क्षमताओं को सुदृढ़ बनाने के उद्देश्य से एक दिवसीय कार्यशाला का आयोजन किया गया ।जिसका उद्देश्य माननीय सदस्यों को साइबर सुरक्षा, कृत्रिम बुद्धिमत्ता (AI) के सुरक्षित एव सकारात्मक उपयोग तथा डिजिटल युग में उभरते साइबर खतरों के प्रति जागरूक करना था। कार्यशाला में झारखण्ड विधान सभा के माननीय अध्यक्ष श्री रबीन्द्र नाथ महतो बतौर मुख्य अतिथि के रूप में सम्मिलित हुए। माननीय अध्यक्ष ने अपने संबोधन में कहा कि आज के डिजिटल दौर में साइबर सुरक्षा केवल तकनीकी विषय नहीं, बल्कि प्रशासन के संचालन, आर्थिक गतिविधि और नागरिकों की सुरक्षा और निजता से जुड़ा महत्वपूर्ण मुद्दा है। कृत्रिम बुद्धिमत्ता (AI) का उपयोग विकास और सुशासन के लिए अत्यंत उपयोगी है, किंतु इसके सुरक्षित एवं नैतिक उपयोग के प्रति जागरूकता भी उतनी ही आवश्यक है ताकि हमारी निजता एवं सरकारी अभिलेखों तथा आर्थिक गतिविधियों की गोपनीयता सुरक्षित रह सके । माननीय अध्यक्ष ने यह भी कहा कि जनप्रतिनिधियों को नई तकनीकों, साइबर अपराधों से बचाव तथा डिजिटल सुरक्षा के विभिन्न पहलुओं की जानकारी होना समय की आवश्यकता है। ऐसे कार्यशालाएँ जनप्रतिनिधियों की क्षमता वृद्धि के साथ-साथ डिजिटल रूप से सुरक्षित एवं सशक्त समाज के निर्माण में महत्वपूर्ण भूमिका निभाएँगी। माननीय राज्यसभा सदस्या श्रीमती महुआ माज़ी ,माननीय सदस्य श्री चन्द्रेश्वर प्रसाद सिंह , माननीय सदस्य श्री नवीन जयसवाल ने भी डिजिटल शासन के बढ़ते दायरे और उससे जुड़े साइबर सुरक्षा की चुनौतियों पर विस्तार से प्रकाश डाला । कार्यशाला के दौरान साइबर सुरक्षा की बुनियादी समझ, वर्तमान साइबर खतरों एवं ए०आई० प्रेरित जोखिमों के प्रति जागरूकता, सरकारी प्रणालियों को सुरक्षित रखने के उपाय, साइबर सुरक्षा संबंधी दिशा-निर्देश, नागरिकों के डेटा के सुरक्षित प्रबंधन, डिजिटल सेवा वितरण के प्रोटोकॉल तथा त्वरित घटना पर प्रतिक्रिया जैसे महत्वपूर्ण विषयों पर विशेषज्ञों द्वारा विस्तृत प्रस्तुतीकरण दी गई । कार्यशाला में बाल कल्याण संघ के संस्थापक, श्री संजय कुमार मिश्रा, द एशिया फाउडेशन की कंट्री रिप्रेजेंटेटिव श्रीमती नंदिता बरुआ एवं साइबर पीस फ़ाउंडेशन के प्रतिनिधि कैप्टन श्री एस सी० जोशी एवं श्री नमन जोशी विशेषज्ञ वक्ता के रूप में उपस्थित रहे।

आज झारखण्ड विधान सभा में श्री महेश नारायण सिंह, अवर सचिव झारखण्ड विधान सभा सचिवालय के सेवानिवृत्ति होने पर विदाई समारोह का आयोजन किया गया। वे 30 जून 2026 को झारखण्ड विधान सभा सचिवालय से सेवानिवृत्त हुए। उन्होंने अपनी सेवा बिहार विधान सभा से शुरू की थी, कैडर विभाजन के बाद झारखण्ड विधान सभा सचिवालय में अपना योगदान दिए थे ।
इस अवसर पर झारखण्ड विधान सभा के माननीय अध्यक्ष, श्री रबीन्द्र नाथ महतो उपस्थित रहे। माननीय अध्यक्ष द्वारा श्री महेश नारायण सिंह सम्मानित किया गये। विधान सभा सचिवालय में कार्यनिष्ठा, अनुशासन के साथ कार्य करने की सराहना की तथा सक्रिय, स्वस्थ और सुखद जीवन की उन्हें शुभकामनाएं दी।

गुरुजी का जीवन सादगी, संघर्ष और प्रेरणा की मिसाल है।
एक आंदोलनकारी से मुख्यमंत्री तक का उनका सफर जनविश्वास और जनसंघर्ष की जीवंत गाथा है। उनकी दृढ़ इच्छाशक्ति और जनसेवा हमेशा यह साबित करता रहा कि सतत संघर्ष से ऐतिहासिक बदलाव संभव है।

On the date-18-06-2026, the Jharkhand Legislative Assembly, Delegation Room, Room No. EW-42 were voted. At the time of voting, all candidates, party agents of all parties and polling agents of candidates and alliance agents are present.
81 voters used their vote in voting. All candidates, counting agents and auction agents are present at the time of count, counting of votes in the polling site.
78 votes were found in the count of votes and 03 votes were cancelled in which Shri Pranav Jha is 20 votes namely 2000
Shri Baidinath Ram received 30 votes i.e. 3000 and Shri Nathani Parmal 28 i.e. 2800 votes.

Today, heartfelt tributes were paid to 'Dharti Aaba' Bhagwan Birsa Munda on the occasion of his 126th martyrdom anniversary within the Jharkhand Legislative Assembly Premises. On this occasion, the Hon'ble Speaker of the Jharkhand Legislative Assembly, Shri Rabindra Nath Mahto, garlanded the life-size statue of Bhagwan Birsa Munda located in the Assembly Premises. He noted that Bhagwan Birsa Munda called upon people to tread the path of self-respect and the struggle against exploitation. His leadership capabilities at a very young age shook the foundations of British rule. It was on this very historic day that Bhagwan Birsa Munda breathed his last in Ranchi Jail. His persona will forever remain a source of inspiration an example for generations to come in the fight against injustice and the defense of one's rights. Bhagwan Birsa Munda was not only a freedom fighter but also worked tirelessly to keep the consciousness regarding the protection of water, forests, and land—as well as one's culture and traditions alive among the masses.
In the event, the Hon’ble Secretary, Jharkhand Legislative Assembly also paid tribute to the statue of Lord Birsa Munda and also the Floral tributes were paid at his portrait by officials and staff of the Legislative Assembly.

On the International Rifle Shooting Championships 2026, held in Thailand, winning the gold medal (Gold Medal) to illuminate the name of the country and the state on the International Patel, the daughter of Kundhit of the Nala region, Devasi Hambram, today Hon'ble President Jharkhand Legislative Assembly Shri Rabindranath Mahto honoured in his office room. On this occasion, Hon’ble President, lauded the Dewasi by providing traditional shawls, memory-marks (Momento) and certificate.
On this occasion, the Hon’ble President congratulated the parents of Devasi as well as his attendants and his instructor (Koch) as well.

Former Gomia Assembly MLA, Shri Madhav Lal Singh, passed away today at a private hospital in Ranchi. He also served as a minister in the governments of undivided Bihar and Jharkhand. His body was brought to the Jharkhand Legislative Assembly for the final rites at 2 p.m. today. His body was given a final salute at Portico No. 1 of the Jharkhand Legislative Assembly. The Honorable Speaker of the Jharkhand Legislative Assembly, Shri Rabindranath Mahato, expressed his condolences on his passing. He said that the late Madhav Babu was an experienced politician in Jharkhand politics and always remained with the people. He prayed to God to give peace to his soul and strength to his family members. Since the Honourable Speaker was out of the headquarters, the Secretary in-charge of Jharkhand Legislative Assembly, Shri Ranjit Kumar, also paid floral tributes to the mortal remains on his behalf. At the time of paying last respects to the mortal remains in the Jharkhand Legislative Assembly, Hon'ble Minister Smt. आज झारखंड विधान सभा के पुस्तकालय कक्ष में सभा सचिवालय के विधायी शोध संदर्भ एवं प्रशिक्षण कोषांग के द्वारा विधान सभा की प्रक्रिया तथा कार्य संचालन के नियम और इसके कुछ अनछुए पहलू , झारखंड विधान सभा में NeVa (National e-Vidhan )का क्रियान्वयन तथा राज्य विधान मंडल के संबंध में संवैधानिक प्रावधान विषय पर विधान सभा सचिवालय के कर्मचारियों/पदाधिकारियों के लिए कार्यशाला का आयोजन किया गया। कार्यशाला माननीय अध्यक्ष झारखंड विधान सभा श्री रबीन्द्रनाथ महतो की गरिमामयी उपस्थिति के साथ शुरू हुई ।माननीय अध्यक्ष महोदय के साथ सभा सचिवालय के प्रभारी सचिव श्री रंजीत कुमार भी कार्यशाला में उपस्थित रहे । कार्यशाला का प्रथम सत्र पू०11 बजे से 1:30 बजे अप० तक चला। प्रथम सत्र की शुरुआत माननीय अध्यक्ष महोदय के संबोधन से शुरू हुई। माननीय अध्यक्ष ने कार्यशाला में अधिक संख्या में पदाधिकारीयों के भाग लेने को अच्छी परिपाटी बतायी। उन्होंने कहा कि चर्चा परिचर्चा के माध्यम से हम अधिक ज्ञान अर्जित करते हैं। वरीय पदाधिकारियों को कार्य करने के अनुभवों के साथ जो सीखने का मौक़ा मिला है उसका लाभ कनीय अधिकारियों तक पहुँचनी चाहिए। कार्यालयों में कार्य करने के दौरान पठन पाठन का मौक़ा कम मिल पाता है वैसे में,ऐसे कार्यशालाओं के आयोजित होने से ज्ञान का आहरण के साथ साथ अनुशीलन का भी मौक़ा मिलता है । यदि हम सीखना चाहते हैं और अपने समझ को बढ़ाना चाहते है तो हमें अध्ययन के अलावा ज्ञान के आहरण के साथ साथ अनुशीलन पर भी उतना ही ध्यान देना होगा। उन्होंने यह भी कहा कि विधान सभा के अधिकारी माननीय सदस्यों को उनके कार्यों में सहयोग करते हैं ऐसे में उन्हें विधायी विषयों से अपडेट रहने की आवश्यकता है।विधायी व्यवस्थाएँ और संस्थाएं यदि ठीक से कार्य करेगी तो कार्यपालिका को और अधिक जवाबदेह होना पड़ेगा इसलिए हमारी संवैधानिक व्यवस्था में भी विधान सभा सचिवालय को कार्यपालिका से हटकर स्वायत्तता दी गई है ।विधान सभा को आगामी मॉनसून सत्र से पहले नेशनल ई विधान (NEVA)के माध्यम से सत्र को संचालित करने की तैयारियों को पूरा कर लेने की आवश्यकता है ताकि हम पेपरलेस विधान सभा की ओर आगे बढ़ पाए। कार्यशाला में झारखंड विधान सभा में NeVa (National-e-Vidhan ) के क्रियान्वयन पर श्री राव दीपेन्द्र कुमार यादव अवर सचिव ,राज्य विधान मंडल के संबंध में संवैधानिक प्रावधान ,विषय पर माननीय अध्यक्ष महोदय के विशेष कार्य पदाधिकारी ,श्री विवेक कुमार तथा विधान सभा की प्रक्रिया तथा कार्य संचालन के नियम और इसके कुछ अनछुए पहलू पर श्री कृष्णा कुमार सिंह सहायक प्रशाखा पदाधिकारी ने अपनी प्रस्तुति रखी।

कार्यशाला माननीय अध्यक्ष झारखंड विधान सभा श्री रबीन्द्रनाथ महतो की संबोधन से शुरू हुई।झारखंड विधानसभा सभा के प्रभारी सचिव श्री रंजीत कुमार एवं सभा सचिवालय के पदाधिकारी एवं कर्मी इस कार्यशाला में उपस्थिति रहे ।

श्री रबीन्द्र नाथ महतो ने अपने संबोधन में कहा की भारत एक संसदीय लोकतंत्र है। जिसमें विधायिका ,कार्यपालिका और न्यायपालिका के अपने अपने दायित्व हैं ।दायित्वों के निर्वाह करने के लिए उसकी सीमाओं और परिसीमाओं को जानना बहुत ज़रूरी है। सभा सचिवालय के पदाधिकारी एवं कर्मी ,माननीय सदस्यों को उनके कार्यों के निपटारा करने में सहयोग करते हैं एवं विधायी तथा संवैधानिक पक्षों को उनके समक्ष रखते हैं । इसलिए यह काफ़ी ज़रूरी है कि विधानसभा सचिवालय के कर्मी एवं पदाधिकारी हर वे विषयों से अवगत रहे हैं जिसके पालन होने पर विधायी परंपराओं एवं विधान सभा की गरिमा अक्षुण्ण बनी रहे तथा कर्मियों एवं पदाधिकारियों के कार्य दक्षता से आसन को भी अपने कार्यों का निष्पादन करने में सहूलियत हो।
उन्होंने कहा कि कर्मियों एवं पदाधिकारियों कि कार्य करने की दक्षता सबसे पहले उनके आचरण से प्रतिबिंबित होती है।
माननीय अध्यक्ष महोदय अपनी भावनाओं से अवगत कराते हुए कर्मियों पदाधिकारियों को यह भी बताए कि यह कार्यशाला पुस्तकालय कक्ष में इसलिए आयोजित करायी जा रही है कि आपमें पढ़ने और सीखने की आदत बनी रही।
माननीय अध्यक्ष महोदय के संबोधन के बाद कार्यशाला के प्रथम सत्र में विधान सभा का गठन,संवैधानिक प्रावधानों , मंत्रियों से संबंधित प्रावधान, संसदीय विशेषाधिकार, धन विधेयक एवं वार्षिक वित्तीय विवरण तथा बजट से संबंधित विभिन्न अनुच्छेदों तथा पुस्तकालय के संसाधनों को बेहतर से बेहतर और प्रभावी ढंग से उपयोग करने के संबंध में अध्यक्षीय कोषांग के पदाधिकारी ने प्रस्तुति रखी।
कार्यशाला के द्वितीय सत्र में झारखंड विधान सभा के औपबंधिक कार्यक्रमों की कार्यसूची सूची , झारखंड विधानसभा की प्रक्रिया तथा कार्य संचालन नियमों तथा निर्वाचित सदस्यों द्वारा शपथ या प्रतिज्ञान, माननीय राज्यपाल के अभिभाषण,सामान्य वाद विवाद इत्यादि विषयों पर झारखंड विधान सभा के विधायी शाखा से श्री रोशन किड़ो ,प्रशाखा पदाधिकारी ने कार्यशाला में प्रस्तुति दी।

24 मार्च 2026 को
सभा सचिवालय के पदाधिकारियो एवं कर्मचारियों के द्वारा विधानसभा परिसर में सरहुल मिलन समारोह’ का आयोजन किया गया था। इसी कड़ी में आज दिनांक 17 अप्रैल, 2026 को सरहुल मिलन समारोह की आयोजन समिति से श्री अनूप कच्छप, श्री बिरसा गाड़ी, श्री निर्मल हेम्ब्रम, तथा नरेन्द्र कुमार उराँव एवं अरविन्द मिंज के नेतृत्व में समिति माननीय अध्यक्ष महोदय से उनके कार्यालय कक्ष में मुलाकात कर उन्हें मोमेंटो भेंट करते हुए आभार व्यक्त किया । श्री रंजीत कुमार प्रभारी सचिव झारखंड विधानसभा भी उपस्थित रहे।
इस अवसर पर माननीय अध्यक्ष झारखंड विधानसभा श्री रबींद्रनाथ महतो ने कहा कि सरहुल प्रकृति के प्रति प्रेम और कृतज्ञता प्रकट करने का त्योहार है।
इस कार्यक्रम के उपरांत माननीय अध्यक्ष महोदय ने विधान सभा स्थित पुस्तकालय का निरीक्षण किया। निरीक्षण के दौरान उन्होंने पुस्तकालय में पाठकों की उपस्थिति पंजी देखी । अध्यक्ष महोदय ने पुस्तकालय की विशिष्ट और महत्वपूर्ण पुस्तकों को डिजिटल फॉर्मेट में बदलने तथा पुस्तकालय को आधुनिक संसाधनों से लैस करने की बात कही और कहा कि ये किताबें हमारे लिए अमूल्य निधि हैं ।

The annual general meeting of the Commonwealth Parliamentary Union, Jharkhand branch was held in Jharkhand Legislative Assembly today.
The meeting started by Hon’ble Chairman, Jharkhand Legislative Assembly Co-Chairman, Commonwealth Parliamentary Union, Jharkhand Branch Shri Rabindranath Mahto from his initial statement. A minute's silence was also observed on the demise of former honourable members of CPA Jharkhand branch Ramdas Soren and Ramchandra Nayak.
The Hon’ble Speaker said that the Commonwealth Parliamentary Union constituted in 1911 has emerged as the grand organization of the Parliamentary Union 56 countries which is the second largest organization after the United Nations, to promote good governance democracy and human rights and develop the potential of legislatures.
The Hon’ble Speaker also said that we should think of the Commonwealth Parliamentary Association in large organisations, as we do not sit down until we enter our presence. We must also think about how we play our participation in the nation’s level.
In connection with the upcoming conference, he informed that the 69th Conference of CPA will be held in Cape Town, South Africa.
Shri Radhakrishna Kishore, the Minister of Parliamentary Affairs present at the meeting, said that the last continues unnecessary wars between Iran, Israel and America for several days. The outcome of the war between the three countries is tingling to other countries of the world. Increased inflation. Common people are facing the fortress of gas. Other types of economic damage are also facing different countries. He said that the Commonwealth Parliamentary Union after the United Nations is considered to be the second comprehensive democratic platform of the world. The Commonwealth Parliamentary Union aims to strengthen democratic values and promote human rights and inclusive governance. The Commonwealth Parliamentary Union has over 56 countries of the world and has a vast network of over 180 branches. The Commonwealth Parliamentary Union should interfere with the direction of ending the war instead of being a silent viewer for survival of its objectives and establishing peace globally.
In-charge Secretary, Jharkhand Legislative Assembly, Secretary Commonwealth Parliamentary Union, Jharkhand Branch Shri Ranjit Kumar presented annual accounting at the meeting and informed that the number of members of the Commonwealth Parliamentary Union Jharkhand branch is currently 146.

Today, the study of Jharkhand and other states came out of the state "Hair Conservation and Women Empowerment Committee" of the Bihar Legislative Council. Meeting the etiquette with the Sister Committee of Jharkhand Legislative Assembly. The meeting took place in the administrative chamber located Jharkhand Legislative Assembly during the dining charge at 01:00 PM. Hon’ble Chairman Smt. Prakash Soren Murmu honored all the Hon’ble members. Both the committees exchanged their views on the subject "Hair Conservation and Women Empowerment". On behalf of the "Hair Conservation and Women Empowerment Committee" of the Bihar Legislative Council, Dr. Kumud Worm, Chairman, Smt. Rina Devi, Member- Co-Chief conscious Bihar Legislative Council, Dr. Nivedita Singh, Member and others were present. After the meeting, all the Hon’ble members of the Bihar Legislative Council also met the Hon’ble Chief Minister of Jharkhand under the leadership of Hon’ble Chairman Shri Anand Soren.

Dr. Abhay Sagar Minz has been selected for the prestigious Global Award of 2026 for his outstanding contribution to the field of Tribal and Indigenous Studies. In this order, Dr. Mingz took the Jharkhand Legislative Assembly and met the etiquette from Hon’ble President, Shri Rabindra Nath Mahto. On this occasion, Hon’ble President, hailed him with Shawl and Smriti (Momento). Hon’ble President said that this achievement is the subject of pride for state and society and is the inspiration source for youth.
This award will be provided on 15th May 2026 at the UN Headquarters in New York. He is being given by the Respect Bagmati UNESCO Club, who honours scholars working for empowerment of communities lying on margins around the world and preservation of their cultural heritage. This honour is being provided with dedication to the upliftment of their continued efforts, and tribal communities and their active role towards society.

After seeing the proceedings of the House, the students visited the Hon’ble President, Jharkhand Legislative Assembly, Shri Rabindranath Mahto.

On 12th March 2026, a roundtable attendance was organized by the Jharkhand Legislative Assembly Complex of UNICEF on the theme of Jender Responsive Secondary Education. Shri Rabindra Nath Mahto and Hon’ble members were present in this attendance.

During the programme, important topics such as gender equality in secondary education, promotion of education of girls and ensuring inclusive and safe academic environment in schools were discussed. Hon’ble attendees and experts shared their views on taking the necessary steps in this direction and making the education system more sensitive and empowered.

Under the short informed question, Hon’ble Member Shri Chandradev Mahto and Shri Raj Singha’s "Department of Health Education and Family Welfare" and Shri Devendra Kuvanar and Shri Rajesh Kachlop’s question of "Department of Revenue, Essay and Land Reform".

The meeting discussed in respect of the relevant working days of the budget session. On 23.02.2026, the municipal body in the state has been agreed to change the legislative actions of the said date in the meeting due to the vote of the election, which will be finalized in the meeting of the Committee of the Workmanship during the declaration session.

The power must always be controlled by accountability and moral order. Montesq later implied already in the ancient scriptures of India in its principle of separation of powers: that stability occurs only when the authority is divided and harmonious, and not concentrated.

Dr. B. R. Ambedkar, the leading manufacturer of our Constitution, explained this balance with remarkable clarity. "The basic principle of federalism is that the legislative and executive authority is divided between the Centre and the States, not by any law created by the Centre but by the Constitution," he said. This scheme not only protects national unity, but also nurtures provincial autonomy, ensuring that democracy in India is as diverse as it serves people.

National parliaments and provincial assemblies are not rivals for supremeity; they are complementary pillars of democracy. Each has its own mandate, but they together ensure that people’s voice is heard at every level of governance.

The real strength of democracy is not in how much power an institution has, but it is how responsibly he prevents himself from overexclusion.

As the Chairman of the Jharkhand Legislative Assembly in India, I have seen how this balance empowers people. In a diverse country like us, the farmer’s voice in a remote village, the aspirations of youth in an industrial city and the concerns of indigenous communities in our forests should be found in the legislative process. It is possible only if national and provincial assemblies complement each other—provincial assemblies nurturing parliaments and local identity and aspirations that protect national unity.

So let us leave this conference with a new resolution.

Let us be committed to maintaining the purity of our institutions, respecting the constitutional boundaries and protecting the principle of separation of powers.

By doing so, we are not only defending legal principles; We are securing the foundation of freedom and democracy for coming generations.

From 05 October to 12 October 2025, Barbados is being held. The Commonwealth: a global partner. Global democracy will be discussed in various sessions of the conference on Parliamentary topics along with crisis, technical change, climate change, social disparities, etc. large challenges. The opening ceremony has started the conference. There will be various workshops during conferences. Ranjeet Kamlesh Kumar Dixit, who was working on the post of Deputy Secretary in the Jharkhand Assembly Secretariat, died on 17 September late. Their part of the body was brought to the Thursday, Jharkhand. Where other members including Jharkhand Assembly Chairperson Rabindranath Mahto, the office bearer of the assembly and the staff gave the final darshan and tribute. The Secretary in charge of the Assembly on the spot was addressed by the officers of the Manik Lal Hebram and the Assembly Secretariat.
